[mb-automods] Should we change automod elections to require a two-thirds majority? (was: Automod Election: cord)

There's something to be said for not disclosing the voting count while
voting is ongoing, as that would likely affect how people vote. If
motivating the vote were mandatory, the yes/no vote itself could
hardly be kept secret (either the motivation gives it away or the
motivation is incomprehinsible). When voting is closed it doesn't
really matter who voted how either, although I wouldn't care if *my*
votes were disclosed.
