 I've noticed that we have quite a few mis-attributed PUIDs; every day I
 see at least a couple [http://musicbrainz.org/show/edit/?editid=7454505
 edits removing a bad PUID], and I'm sure many more go unnoticed.

 This is IMO caused by the way we add PUIDs: it's an almost completely
 automatic process after tagging files. It's very easy to click "submit
 PUIDs" when some files are misidentified, and pretty much impossible to
 notice the results.

 Since we do want lots of PUIDs, we can't vote for them either---they're
 impossible to check unless you own the exact same song, and they would
 clog the voting list.

 So I suggest that when a PUID is submitted the server should check if the
 same PUID is present on  another track ''with a different name'' and put
 that edit up to a vote. (We can't do much more about different versions,
 unfortunately.)

 This way we can draw people's attention to only those PUIDs that are
 potentially problematic. The server should also mention in an edit note
 "This PUID was put to vote because it's already used by: (track) (track)
 ..." This would also help editors notice conflicts, and they can more
 quickly check which PUID is wrong.

 This check should be a fast operation (it's only done for PUID
 submissions, so it's only one indexed query after many others).

 It would be nice if Picard also notifies its user of the situation, but
 that's less critical.
