Comment:

 Last time this was suggested we decided against it for several reasons.
 IIRC the most important one was that we wanted to guide the user through
 the submission process via the website. If we offered an API for that, the
 process would be pretty much out of our control.

 Anyway, I'm reassigning the ticket, maybe there's been a change in
 philosophy lately :)
