 I can't reproduce this. There are two possible situations, but it works
 for me in both of them:

  - If you have "Clear existing tags" disabled, it is expected behavior
 that you will be unable to delete the comment. But I can't reproduce the
 duplication, it will only keep the existing comment.
  - With "Clear existing tags" enabled I can delete the comment just fine.
