edit a release, go to the tracklist tab and switch to the advanced editor and click "add disc"

there's no way to move the disc, remove the disc, add a disc title or set the disc format

if you then switch back to the basic editor, the discs are a complete mess. see the attached screenshot where I tried to add two discs to http://test.musicbrainz.org/release/2d02cbd5-2348-36f7-9bd2-d5ef8845ffea
