It could be implemented, but that would encourage people to submit track 
times from the files they have available, which might not be the ones 
matching the release.

There are occasions where PUID's are associated incorrectly, you wouldn't 
want the same thing to happen with track time adjustments.

For releases on CD, the best way to get correct track times is to add a 
discid. If there are existing track times, these can be cleared to ?:?? 
(without going to a vote for autoeditors) before the discid is attached, 
then the track times will be determined from the discid within 24 hours.
