The UK mirror and the MusicIP mirror are running just fine, so the  
system isn't broken.

What version of DBD::Pg are using? If its not 1.32 then you're asking  
for exactly this kind of trouble:

Install that, empty the "Pending", "PendingData" tables and try again.
