Have you seen gjay? There's also beatroot at
http://www.ofai.at/~simon.dixon/beatroot/index.html. Both of which
are open programs and could probably modified to work with a range of
formats and be run in the background. So a utility to get the data in
linux might not be too far away.
Other then a clear definition what more consistency is needed? Whats
the difference between someone using a manual tempo calculator and an
automatic program if they come up with similar values? If a wrong
tempo is entered someone will fix it at some point.
