That's not far off the mark. :)

tags.musicbrainz.org was the sandbox setup for someone who flaked on  
working on tagging support, so I gave the sandbox to Sharon to work  
on ratings which will eventually support collaborative filtering.  
I'll change the name of this sandbox before too long.

The test.musicbrainz.org instance is running the current  
implementation of folksonomy tagging that we're eventually going to  
release. I'm working on it this week and once I wrap up a number of  
lose ends I will ask for public feedback on these features.
