That's the plan. I want to create the tagging system so that it can
run on a physically separate database server.

That makes no sense. There would be TONS of overlap between the two
sites and that would end up with tons of duplication. As you can see
on tags.mb.org, the new tagging feature will take up just a little
bit of space in the existing pages. If you don't care to deal with
tags, don't enter any and don't look at the tag specific pages. Maybe
we'll even include an option to turn off allt the tagging for a user.
