You don't have to use libmb3 for that, see

Which part of the process doesn't work? TOC reading or calculation of
the DiscId?

You can compare the TOC you get to
http://musicbrainz.org/show/cdtoc/?cdtocid=189342 or
http://musicbrainz.org/show/cdtoc/?cdtocid=191183

Also notice that the two DiscIds here are different just by additional
+2 secs on the lead-out track. This is caused by a bug/feature in MCI
interface to read the TOC.
