It has been considered, and it hasn't been rejected.  I think the plan is
still that we'd like to go that way in the future.  However "getting there
from here" is far from trivial  - see

for what the musicbrainz server world looks like, and I've yet to add in the
five new NGS servers to that picture.

I would think that we could benefit more from first having cleaner deployments
(packaged software, deployed via puppet perhaps), then maybe once that's done,
reassess the cloud (etc) option.
