I'm not an old-timer so I don't know what they meant initially.
I guess the "may" is usefull to let some "liberty" when a case is
ambiguous (eg: if it's a sentence or not), and as such it's a good
thing IMO.
I don't know if this document confused people or not in the past, but
I know there are quite a lot releases that are done without use of the
exceptions.
I myself prefer "Le Pays de rose" (and I tend to apply the
"exceptions" schemes whenever appropriate).
I don't really have a preference for "may" versus "must", as it won't
change my style, but of course, I prefer to have stable guidelines
that don't change overnight without notice :D.
