[mb-style] RFV: Latin style guidelines

Relative to http://wiki.musicbrainz.org/http://wiki.musicbrainz.org/CapitalizationStandardLatinProposal
  I propose:

1) Changing it's name to http://wiki.musicbrainz.org/CapitalizationStandardLatin
2) Linking to it from http://wiki.musicbrainz.org/CapitalizationStandard
3) Adding it to http://wiki.musicbrainz.org/CategoryOfficialStyle

The page's main contributions are
A) Make more obvious the (previously obscure) capitalization
guidelines for Latin, meaning SentenceCase.
B) Explain and standardize the Latin-specific rule that letters "V"
and "u" are combined in Latin, using "V" for upper-case and "u" for
lower-case.

There is only one issue I have with it, but it can be easily solved
later: rule (B) could possibly be broken on the cover by some artists;
spelling is not always perfect even for English nowadays... We should
probably decide what to do in such cases, but that's separate from
this proposal.

Request for veto!
