[mb-style] Defining the RFC/RFV process

We've been seeing alot of issues with the RFC/RFV process recently; some
people are feeling the process is happening without enough involvement, and
they're being left out.  Those who are involved are being hindered by the
fact that the process isn't defined well enough for people to come to
agreements in what are relatively minor issues.

I've created a forum thread and wiki to solve the problem.  Please go there
and be involved to get your opinion be heard.
