I have entered your wording to

then reformulated it a bit (rev 2).

I now ask for

  a) constructive cricisim and wiki-editing that helps to mke this as clear  
and precise as possible and generally to make this happen.

  b) *focussed* criticism from people who believe that MusicBrainz might  
become a worse place than it is if ths guideline would become official.

  c) Since this guideline would change the semantics of the database, it  
would help very much if both partise (who are for and against this change)  
would tentatively apply it to some releases on  
<http://test.musicbrainz.org/> (aka BetaEditing).

consider this a formal <Request for Comment> (I seem to be the only one  
using this tag :-) )
