[mb-style] RFC: Works lists (and other related changes then implied)

I've had a chance to discuss with Lukáš in IRC to clarify what he
meant - and based on that conversation, as he thinks real work lists
are (near) immediately doable, rather than using a hack to pull it off
via tracks, I withdraw that part of this RFC.  I'd much rather have
the real thing, if we can actually have it now and not way in the
future! :)

But I think we're going to have "work lists" quite soon, no matter how
it's actually implemented.  Thus I am keeping the other parts of the
RFC active.

It may also be worthwhile to proactively look through the other ARs,
to see if there are others I've not already mentioned which would need
some interpretation changes, once they exist in a system where we have
both works and tracks, rather than solely tracks.
