I'm very aware what fragments are, and how they work, though I wasn't
aware that the CGI-parser behind Wikipedia's permalink system
maintained fragment support.

It's off topic, but the main reason I can see for using the permalink
version, rather than the regular link version, is that Wikipedia pages
do occasionally get deleted, moved, redirected, etc - and with our
partners actually using the wikipedia ARs to generate dynamic content,
using permalinks would be one way we can try to avoid link-rot within
the Wikipedia urls.

Anyhow, as I said, I still agree that anchors within wikipedia pages
ought to not be linked to, whether or not their system maintains the
anchors in archived versions.
