My experience is that a lot of the documentation at MusicBrainz is
incomplete or not fully polished. This includes the documentation of the
process for writing documentation.  

In practice, both StyleCouncil and RelationshipEditor urge achieving
consensus.  So if you have a consensus, then your action is fine.  If there
isn't consensus on the proposal, then you experience the difficulty that
there's not a strong consensus on what process to follow next.

In particular, I think you did a fine job of getting consensus with your
4-25 proposal, and you did the right thing by declaring the proposal
accepted.  It's up to you to make sure that the change gets implemented,
though.  Keep your eyes out for the AR change, and raise a flag if no
RelationshipEditor makes the change you proposed.
