[mb-style] instrument addition

Why is instrument addition still discussed on the wiki? Is it just me 
that thinks Wiki is a poor, inconvenient and exclusive communications 
mechanism (and yet another for users to grasp/follow)? Documenting the 
instruments that have been suggested there seems reasonable, but to 
actually discuss there seems inconsistent with the rest of the way 
changes get made to systems and style?
