I highly recommend Wikipedia for this purpose:

The Punctuation article[1] has a box (top right side) giving links to 
articles on specific punctuation marks, including apostrophe[2], 
quotation marks[3], dash[4], hyphen[5], and others.  Each of those 
articles includes a pretty good usage guide (mostly for English on the 
English wikipedi), as well as instructions on how to produce the marks 
on various computer systems.
