[mb-style] TuneCore song IDs

I ran into a bunch of TC-prefixed codes listed under the ISRC field on
MusicBrainz last night and after some research learned that these are
not officially-created ISRCs but are ones distributed by TuneCore with
the same syntax and format.

After a bit of discussion on IRC, I wanted to discuss what MusicBrainz
ought to be doing with these TuneCore song IDs; either:

- allow TuneCore song IDs in the ISRC field,
- create a different field for TuneCore song IDs, or
- disallow TuneCore song IDs altogether.

Thoughts?
