Paul Jessop from the official ISRC organisation:
"So TuneCore codes have the format TCxxxnnnnnnn, which would as you
say normally be assigned in the Turks and Caicos Islands. I can
confirm that there is no ISRC agency in the Turks and we have not
issued ant "TC" registrant codes from the International Agency. So no
legitimate ISRC starts "TC"."
So, we can block any TCxxxnnnnnnn from the ISRC field.
