FreeDB import with extended characters is finally fixed!

Occaisonally MB will import CDs from FreeDB that contain non-english
characters and these characters always got screwed up and the
moderations got voted down. I finally tracked down this bug and updated
the main server with it.

If you find that a FreeDB data import goes awry (after today, that is)
please let me know.
