Sorry to be so blunt, but i think you did not get the idea behind it. The
idea behind the proposal, which i like very much -- is to shield the
developers from the tickets until the issue is discussed and agreed upon.
The developers might be contacted in the process to get an estimate what the
cost of the change would be, but they would not have to be bogged down with
arguments with people who might not use the same language to express their
concerns... Lauri has a lot of knowledge in that area, we better listen to
what advice she has to offer.

It would resolve some of the issues we had quite elegantly. This system
would require the triagers to determine if a ticket is valid, and to discuss
possible solutions first. The chance of having a user vs. developer argument
scenario would be reduced drastically.
