I believe she said, that the MB developers did that until now already. But
maybe it would help if the developers could assign bugs which are not deemed
ready to implement to a member of the community who knows the implications
of our set of rules (internationalisation, style guidelines, complexity of
the moderation subsystem etc. = there are quite a few who do have that
knowledge) who in turn works out the details with the reporter. Actually,
this is the most important part of the ticket

a) developers have their own opinion about the issue, which might hinder a
quick solution to the problem
b) they should rather spend their energy doing what only they can do
c) they should be free to choose which bugs they want to implement and which
they don't
d) their decision should be respected by the person entering the bug.
