That's a pretty good description how i feel about them too :)
People don't want to join a mailing list to just ask "How do I do
Foo", forums are great for that kind of drive by thing. Conversation
over things like the Beatles cleanup, works great on the forums too.
Actual discussion and debate, not so much, mailing lists are much
better for it.
So far that's about what's happening too - people are asking questions
on the forums, and mostly getting answered (although, I asked for
help, and got not a peep, probably because all the classical folks are
over here, discussing the style guide.
