You are quite generalizing, aren't you? PHP is very far from perfect language,
but that doesn't automatically mean that all software written in it is
vulnerable. All high-traffic forums I know about run on PHP solutions (Ubuntu
Forums, Gentoo Forums, Hydrogen Audio, ... and ehm, for example also Last.fm).

I think we should choose the forum software by the features it provides, not the
language it's written in. My personal favorite is either PunBB or E-Blah. But
for example two probably the most mature (free) Perl projects, E-Blah and YaBB,
use flat files to store the data. I don't believe this is a good solution for
high-traffic forums.
