[mb-users] Dates in Performance ARs

the fact that the "recorded" AR is part of EngineerRelationshipType means it
should be used for engineering credits.
Using this credit for anything except an engineering credit is incorrect.
If ARs are to have any meaning or validilty they MUST be used correctly.
