First up, I really hope this happens, as I think it will improve MB immensely.

Hmmm... I *think* I disagree with this.
To my mind, a Fingerprint should be on a Work.
As it is, PUID collisions are a pain, because the same PUID can
*legitimately* be on multiple tracks across multiple albums.
Whereas, if they're at the Work level, then a collision implies either:
a) There are duplicate versions of the same Work in the database
b) Someone has attached a PUID to an incorrect Work
c) There has been a genuine collision in the fingerprinting algorithm
(presumably, this is a *very* rare occurrence)
(Are there any implications I'm missing?)
The first two cases are easy to cleanup: merge (which helps clean-up
the data overall) or delete.
