A PUID is directly computed from a track, whereas a work is an abstract 
concept. A work can be edited for correctness as needed, but a PUID can 
only be derived from a particular track, much like a track length. So, for 
instance, a damaged CD will give a unique PUID for just that track... it 
seems that we should not then apply that unique PUID to all tracks of that 
same work.
