A CUE sheet does contain all the info needed for this (a MB DiscID is
basically the frame number of various markers on the disc), but...

...the main use for CUE is to burn discs, and we don't want homebrew
discs being added.  The only legitimate use I can think of is the
mentioned example of album in a single file burns (and we still don't
want to submit those DiscIDs... only use them for matching against
existing IDs to tag the file or add the CD to a local database).
