This is because the file wikitrans-index which contains the 
TransclusionTable does not exists.

Try this with the user mbserver:
touch /home/mbserver/svn/mb_server/htdocs/generated/wikitrans-index
chmod 666 /home/mbserver/svn/mb_server/htdocs/generated/wikitrans-index
