I agree with Kuno. You must always use the name on the cover.
The fact that the artist now wishes to be known by another name does not
nullify the fact that the vinyl, CD, tape, whatever, has been issued under a
previous performance or legal name.
If the artist wishes to reissue under the name by which they are now known,
then this calls for a separate entry with maybe a linking AR.
Over simplistic maybe, but that's my six cents worth.

IMO, always use the name on the cover. So some albums will be in the
DB twice. Under Walter for the original release, and under Wendy for
the re-issue.
