[mb-users] XML Web Service not available

I try to install the whole server by myself without VM.
1, install debian base system
2, following instruction:
http://musicbrainz.org/doc/DebianServerSetup
3, import data
4, well, i can browser and search the tracks, but same error, webservice 
is not available, says : internal errors
I went to the apache-perl log:
can't locate Apach::AuthDigest::API.pm.....
I try to install it, same error::
/usr/lib/perl5/auto/Apache/include/modules/perl/mod_perl.h:1291: error: 
expected xxxxx xxxxxxxxxx

I try to locate mod_perl.h and found:
/usr/include/apache-1.3/modules/perl/mod_perl.h

So there are two mod_perl.h in my system, why is that? and how can I 
make sure Apach::AuthDigest::API can get the right one??
