I think we should use the typographically correct versions whereever
possible but provide an option in picard to convert them to ", ' and
... ("normal" characters). Just like the only ASCII or only
windows-compatible characters options. It's much easier to convert
from the richer formats to the simple ones than the other way.
Ellipsis might be easy either way, but not quotes, dashes, hyphens and
punctuation.
