[mb-users] Correct typography

We definitely need more specific rules about typography on MB.
I have just encountered edit with three HALFWIDTH KATAKANA MIDDLE DOT
in place of ellipsis. Perhaps because ellipsis should render in the
middle of line
when used with Japanese but three simple dots won't...

Wouldn't it be better to just use ellipsis?

Anyway, I personally think that MB should store the _correct_ data
(that may be disputable which is correct though), taggers may automatically
change non-ASCII characters to their equivalents (maybe some Unicode
compatibility decomposition). Tagging issues shouldn't affect the data.
