No one is suggesting that using katakana halfwidth dots for
punctuation in non-japanese script is sane, and I have myself fixed at
least one similar case.

The issue of mixing halfwidth and fullwidth punctuation is very common
in Chinese releases as well and is bothering me too, so perhaps I
should be welcoming this initiative, carefully... I'm just worried
that whatever guidelines we come up with will fit some of the quirky
cases poorly, like when scripts and languages are mixed... There needs
to be a big "do what is sane" exception I suppose.
