[mb-users] Quick idea... "stub" releases

Back when MusicBrainz got started we allowed incomplete albums, but  
people quickly got tired of the concept and we threw out all  
incomplete albums. That said, I think if you allowed totally empty  
stubs and not partial stubs you might have a workable concept.
