Okay, this is based on my experience

No. It starts with the original item, unless it was created with the
last edit.

Person B gets a failed prerequisite and Modbot states something
like "This track was already renamed" or similar.

No difference who is actually doing the edit.

True. Right now I don't remember a place where it explains this, it
might exist or maybe it doesnt.

Cancelling is a way of influencing which edit comes through and stop
edits from failing, if you know it is not going to work.
I hope this helps. If something is incorrect, there will be somebody
