Nope :D Picard QT was the development name for what is now Picard 0.9.0
(final). 0.7.0 was wxWidgets based and was plagued with GUI bugs as well
as a lack of flexibility for new widgets, not supporting drag'n'drop
correctly, etc etc. A design was made to replace this with a Qt-based
interface which would enable the 2-pane design seen as more intuitive to
the bulk of users. (although we still have issues with that, going by
the number that actually made the effort to post on the forums about
Picard being difficult to use)
All open Picard bugs/enhancements:

As the only active development is done by Lukas/luks (under guidance
from rob/mayhem), he manages the milestones. If you want to help out,
I'm guessing you could start by submitting some patches for luks to
apply. The next milestone is 0.9.1.
I try and help a little by performing a semi-bug triage type role on the
Picard tickets, updating versions for latest confirmed version with bug,
trying to close old/invalid/duplicate ones but there are still quite a
few old tickets; a lot of 0.7.0 tickets need Close/WontFixing and there
are some earlier ones which may actually be fixed/invalid for Picard
0.9.0/Qt; but difficult to fix. I'd concentrate on the ones affecting
0.9.0a8+.
All open bugs, grouped by version, shows milestones:
