[mb-users] Annotations at high DQ

zout reminded me of a track ticket I'd put in on this.

Currently, no matter the DQ setting, annotations are autoedits.  I would
suggest, even if it's only to require a single yes to pass, at high DQ,
annotations ought to also require a vote.  (I would suggest still letting
them be autoeditable for autoeditors, however.)  This way, the notes on the
artist/release/label which likely cover the details which ARs couldn't, when
the DQ was being raised, are protected from destructive removal just enough,
whereas currently, those notes can be modified or removed, even at high DQ,
without notice.  Yes, the edits can be reverted, but how often, really, do
we review global annotation edits, or look at a release and pull up the
annotation history?
