For new releases:
"This release data is new to the Discogs database and has not received a 
vote yet. View Details (login required)"

For changed releases:
"This release data has recent changes made which have not been reviewed 
yet. View Details (login required)"

So I was wrong and you can see a difference. I wasn't aware of that 
reading the notes (the complete release as discogs entity is new, not 
just some data, but that is nit picking.) In comparision between these 
two texts, there is a big difference.

So you can see the difference. I wouldn't really like to only work on 
the pre-V4 data, thinking about some release submission waiting for its 
initial review, but I could live with it.
Then we should do a change of the text in DiscogsRelationshipType to 
something like:
"Do not add relationsships to new discogs releases, that haven't 
received their first vote, yet. They might not get accepted."

Pending is everything that is yellow, to me. That releases, that are 
accepted, but need minor changes (mostly credits in the notes..) are 
marked red, is a different story, but I would also like to ask, if it 
is okay to add those, since they normally won't get deleted and stay 
like that for a long time, too. [was that one sentence?]

However, we shouldn't do a too complex discogs handling either. We 
shouldn't try to solve discogs problems on our side, but it's also a 
pity not using data that seems alright.

Anyways, I hope that discogs solves the moderation problems.
