[mb-users] At what level should 'genre' tags be added to tracks/releases

One problem about submitting per track is it will take a while because 
of the 1 second delay per request. For  10,000 tracks thats going to 
take 3 hours, if I did it at release level take about 20 minutes. This 
is ok for hardcore musicrainz users but might put of the casual user 
from bothering to submit their genres, we wil have to see.
