No you can't because there are 3 seperate parameters involved (id,entity 
and  tags). I wonder if it could be changed to the following format

To
tags=5fc9f3d4-8f61-4f35-a20a-f8a0cae84d46 artist moose,ponies,armadillo

(this is how the submit trackid puid pair works)
then multiple tags parameters could be passed to a single post request.
