Picard will always replace certain characters, that cause trouble on
filesystem. On windows it will always replace " and : and a few more
characters. This replacing takes place after the file renaming with tagger
script and therefore can't be changed.
Allowing all characters will cause more troubles then it solves. Better rely
on tags instead of the file name.
I'm surprised however, that it replaces the single quotation mark '.
