[mb-users] Can't submit fingerprint

picard does not submit puid's for which it already has

picard does not submit puid's for files which have not been previously 
analyzed at some point by music ip (mostly either brand new or otherwise 
unique music)

so, if your tagging file with picard that are all but super rare, then puids 
have likely already been submitted.

you can see if there are puid's associated with a track when you look at the 
release on MB, it will indicate puid's are already associated by the little 
music ip bass symbol by the track title and at the bottom of the release by 
the disc id.
