Picard reads and retrieves PUIDs, but doesn't CREATE them. In other
words, the PUIDs have to be created/generated in MusicIP Mixer and added
to the PUID database, which MBz then uses and attaches them to specific
tracks. If there is no PUID in the MusicIP database then Picard can't
analyse and successfully assign a PUID to the track as there isn't one
in the original database that matches with the audio file. It's a bit
complicated to explain but I hope that makes some sort of sense.
