The RFV about that expired some time ago.
Mainly, the topics addressed were:
- decide about whether or not to "duplicate" birth and death dates
between Artist Legal and Perf name(s)
- a number of shortcomings related to artist with multiple different names

The previous propositions at
http://wiki.musicbrainz.org/LinkingDifferentArtistNames have not been
retained for this.
In a couple words:
- various clarifications about the concepts of legal names / perf names
- artists should have only one legal name entry in the db
- other names needed in the db are considered perf names
- birth and death dates should be propagated between perf and legal names
- the purpose of an artist legal name is to hold personal
relationships and links to perf names
- a number of cases are discussed about when it makes sense to create
different performance names entries and/or a legal name,
- some clarifications as well about groups changing name
All in all, this doesn't contain much novelty (if any), but rather
states what is believed to be common practice among the community.
Transclusion table should be up to date on all of these.
