Well, merging is a destructive change and all other edit types like this
require voting.

I think it needs multiple ways to avoid merging like this.
Disambiguation comments, release lists on the Tracks page and also on
the Merge Tracks page. warnings about common mistakes on the Merge
Tracks page, ...

Tracks should be merged only if they contain the same audio data.

My idea was to add disambiguation comments like we have for artists.
